The Rainbow Municipal Water District in Fallbrook, California, serves one of the largest agricultural areas in the state. Yet the utility is also in the midst of significant residential growth. Its number of services is expected to increase by 25 percent over the next five years. In this video profile, Rainbow Municipal’s general manager, Tom Kennedy, discusses the challenges that come with a service area in transition and what the district is doing to prepare for that new future.
